What the hell is a Kiltie?

Apparently, the fashion-speak term for the little fringed things on these shoes is a 'kiltie'. For those who don't know, shoes with kilties are well-and-truly back in style. My mother was very happy to hear this and is now sporting her old faithful Marks & Spencer pair again.
